Article 21 of the 1995 Constitution bars discrimination on grounds of sex, race, colour, ethnic origin, tribe, birth, creed or religion, social or economic standing, political opinion or disability, but there is no comprehensive anti-discrimination statute and no protection for sexual orientation or gender identity.
Sections 118 to 122 of the Penal Code Act criminalise insulting religion and ’wounding religious feelings’ (section 122 carries up to one year’s imprisonment), but the government seldom enforces these provisions.

Your obligations on arrival
Address / residence registration
Foreign students must enter on and hold a Student Pass, and from 10 June 2026 any foreign national studying or residing in Uganda for more than 90 days must register with NIRA and obtain an Alien Identification Card.
Student work rights
The Uganda Student Pass authorises enrolment in a learning institution only and does not permit employment; paid work requires a separate work permit.
Health insurance
Applicants for a Uganda Student Pass are generally expected to hold private medical insurance and to provide documentary evidence of cover, though this requirement is not clearly set out in primary immigration law.
Bringing medication
Travellers may carry prescription medicines for personal use with a doctor’s prescription and should declare them at entry, but importing medicines unregistered or unapproved in Uganda requires prior National Drug Authority permission under the National Drug Policy and Authority Act (Cap 206, 1993).
