What to know as a disabled traveller

the sourced facts that weigh most for you · concerns first

Anti-discrimination protection
Partial protection

The Labour Code, amended by Law No. 785-VIII (2015), bans employment discrimination on grounds including sexual orientation and gender identity, but the general anti-discrimination law (No. 5207-VI, 2012) does not list SOGI, so protection outside employment is limited.

Disability rights
CRPD ratified + basic law

Ukraine ratified the UN Convention on the Rights of Persons with Disabilities (approved by the Verkhovna Rada in December 2009, in force 6 March 2010) and has a domestic framework in Law No. 875-XII on social protection of persons with disabilities (1991), but wartime accessibility and enforcement gaps remain.

Health insurance
Required on arrival

A health insurance policy (minimum about EUR 30,000 cover) is required for the student (D) visa, and a policy from a licensed Ukrainian insurer covering the whole stay is required to obtain the temporary residence permit.

Bringing medication
Required on arrival

Personal-use medicines are allowed (up to 5 packages of one item without a prescription); medicines with narcotic or psychotropic substances must be declared in writing with a prescription and a Ministry of Health permit, and common drugs such as codeine or pseudoephedrine are treated as controlled.

In detail — every fact, dated & sourced

Identity & recognition

Same-sex relationships

Legal, no recognition

Same-sex sexual activity is legal (decriminalised 1991), but Article 51 of the Constitution defines marriage as a union of a woman and a man, so no marriage, civil union or registered partnership is available; a civil-partnership bill (No. 9103, 2023) remains stalled.

Legal gender recognition

Medically gatekept

Legal gender change is possible but medically gatekept: Ministry of Health Order No. 1041 (2016) dropped the sterilisation/surgery requirement yet still requires a psychiatric ’transsexualism’ diagnosis, so change is not based on self-determination.

Anti-discrimination protection

Partial (SOGI at work)

The Labour Code, amended by Law No. 785-VIII (2015), bans employment discrimination on grounds including sexual orientation and gender identity, but the general anti-discrimination law (No. 5207-VI, 2012) does not list SOGI, so protection outside employment is limited.

Disability rights

CRPD 2010 + law

Your obligations on arrival

Address / residence registration

International students entering on a long-term (type D) visa must obtain a temporary residence permit (posvidka) from the State Migration Service; documents are lodged through the university within about 5 working days of arrival and the permit must be secured before the D-visa’s validity (up to 90 days) expires.
