Blasphemy & apostasy law
On the books

The 2018 Penal Code (Law No. 68/2018) criminalises publicly humiliating religious rites, symbols or objects and insulting religious leaders (fine plus 8 days to 5 years), acting as a de facto blasphemy provision.

Government restriction of religion
Moderate restrictions

Rwanda sits in the moderate band of Pew’s Government Restrictions Index; the state mandates registration of religious groups and has closed thousands of non-compliant worship sites since 2018.

Your obligations on arrival

Address / residence registration

Foreign students must hold a U1 student residence permit from the Directorate General of Immigration and Emigration under the 2018 Immigration and Emigration Law (Law No. 57/2018); the temporary residence permit should be processed within about 15 days of arrival.

Student work rights

The U1 study permit does not grant general employment; a separate P2 permit lets students of recognised higher-learning institutions work during their holidays, with no published weekly hour cap.

Health insurance

Health insurance is not a published national requirement for the Rwandan student permit, but medical care is paid out of pocket and universities may require proof of cover, so insurance is strongly advised.

Bringing medication

Prescription medicines may be brought in for personal use (up to roughly a 3-month supply) with an English-language prescription and patient ID; controlled substances require additional documentation and Rwanda FDA compliance.
