Is North Korea safe for women travellers?

No North Korean statute explicitly criminalises consensual same-sex activity, but there is no legal recognition and the Family Law (Article 8) restricts marriage to one man and one woman; ’decadent culture’ provisions of the 2009 Criminal Code are reported to be used against LGBT expression in practice.

Legal sex change is not self-determined; the Citizen Registration Law (Article 16) permits altering the registered sex only in exceptional cases and requires a mandatory state forensic-medical evaluation, with accessibility of any gender-affirming care unclear.

North Korea ratified the UN Convention on the Rights of Persons with Disabilities on 6 December 2016 and has a Law on the Protection of Persons with Disabilities (adopted 2003, amended 2013), though UN bodies report weak implementation.

LGBTQ+ legal protections are limited — Equaldex scores 34/100 (2026), with major gaps in recognition and anti-discrimination.

Foreign visitors, including students, cannot move or register independently; those staying more than 24 hours are registered with the authorities, a step normally handled on arrival by the host organisation, university or hotel rather than by the traveller.

A North Korean study visa does not grant a right to open-market part-time work; foreign students are hosted under tightly controlled arrangements and any employment would require separate state authorisation, so no standard weekly work allowance applies.
